Jeff... The draft you talk about isnt quite the same thing as a draft in that there is no war being fought, its merely military training. Most European Countries had the same thing until recently. When there is an actual war, not everyone can be in the military and taiwan will face the same problem of choosing who joins the military and who works in the factory or who designs new weapons.

To my knowledge, that is still called "conscription" and yes, they still face that problem.
But what critera would be used to select who goes and not?

I dont think its called conscription, I think its called military service. Are you still interested in knowing who gets selected for military service? or just for conscription?

Perhaps for military service. What would your criteria be for both military service and conscription? Wikipedia does say that word has two main meanings one of which is just military service so you are partially right. en.wikipedia.org/wiki/Conscription

Under current law, all male U.S. citizens are required to register with Selective Service within 30 days of their 18th birthday. Certain male aliens residing in the U.S., including those present illegally, are also required to register if they are between 18 and 26 years of age
Sorry if this is off topic, but I just wanted to point out that sheer stupidity having someone who is living in your country illegally to register for a draft!?!
