BTW, what the hell would an EMP burst do to armor piercing bullets? They don't use microchips of any kind, nor does most of what fires them.

Please pardon my fond ignorance of modern weaponry; I assumed they were missles, and the idea was that an emp burst would fry their tracking. I think I've been reading too much scifi that focuses on missle combat in space
