I like the art style.
Is this based on some game? I get the impression that it's not but it is hard to shake off the feeling when the different armies are color coded.

Not based off any game as far as I know. Probably influenced by generic team based FPS though. The artist is quite good, for a webcomic the art is fantastic.

agreed.. the art is quite impressive for a webcomic. Its a little short in my opinion though, but I guess thats what happens when you paint each webcomic by hand.

It's photoshop, but it's not quite over. It updates quite slowly though.

He definately uses a tablet & photoshop. If you go on the forum you can see some of his other stuff.
The way you can usually tell that something is photoshop is: -there is no paper or canvas texture or glare (though you can add these in photoshop) -there is a lot of smudging (not in these though) -you can see very clean bands of color (very prevalent here)
In this case, the artist probbly used a lot of coats of color with the opacity turned down to make it appear gradated, but did not blur the edges in favor of looking rough and textured.
