It's a similar discussion to "what makes music melodic"?
However, music is a bit different. It always follows some sort of form, and then adds human element into it.
Perhaps humor follows some primitive guidelines as well? Something even more so than the ones listed?

I beleive that humor is almost an art, and that when you say something is funny, it is praise for the person who made up the joke, praise in his genius for assoicating the things together that made up the joke. You cant find something funny without acknowladging that whoever made the joke up did a good job.

Yeah, but you can just as well sneer at the person for a pathetic joke. I think good humor has to be composed of an element of surprise and absurdity. When you crack a joke at the wrong moment, or when people expect a punchline, much humor is lost. Absurdity depends on the intellectuality/predisposition of the listener/observer. Some people get a bang out of a nice cynical remark, while others might prefer silly slapstick.
However, the surprise factor is the more important, because it can make the most random comment seem hilarious.

and something random that is announced is no longer random, unless it was following the announcement for the sake of being random, not because it was announced. heres a short rant thing that I did on another forum: contrary to some peoples belief, random cannot be a set of guestures, if you don't believe me, you should have seen some morons that Lo and I saw, too orderly... and it should not repeat, but if it does, it can only be for the sake of randomness, and only then true randomness is unpredictable, and comes and goes, it cannot be harnessed efficiently, unless it randomly decides to be

the fact that the right people have to say it all depends on the deliverence. Some people can make something funny not funny, simply by not presenting it in the right manner.
