Actions may not be passed down necessarely, but sometimes, it might be better if everyone had less children, and the people who are obvious jerks think twice before doing anything anymore. This system is to encourage good behavior more, than keeping the gene pool clean if you want to think of it this way.
Has this thread become a war between Samarium Peach and Dr. Quack?

I think that it encouages infanticide since the familes want male children to pass on the family name. It is also unecessary. A two child policy would keep the population ungrowing.

Yes, the law is enforced but only in urban areas. Rural regions can have two children per family and really remote areas can have as many as they want.
If you break the rules, you either get fined or they force you to have an abortion. I heard a story of a family getting a forced abortion since the father was just a little below the minimum age of a father.

well, if they just fine the family, it doesnt help the population (unless the fine causes the entire family to starve cuz they cant buy food)

Supposedly, the fine is for the families impact on society. But they can still keep the child that they get fined for.

therefor they dont completely enforce the law
also, if someone had a second (or third or eighth) kid before the government found out, would they kill the kid? if not, then they arent enforcing the law

Probably not. I don't think the Chinese government would risk getting international outcry over killing kids just to save the (relatively) small amount resources that those kids could consume.
